About 10% of cats don't respond to catnip, it's normal.
However since you said you bought it - was it gray colored? That's been stored at least 2 years in a warehouse, there is very little left with oil in any of those aged boxes. If it was green, it should work unless the cat is one of the 10%.
Fresh is better, most garden centers have fresh catnip still growing.
It's no big deal, if she doesn't like it then she doesn't like it. She probably would not respond to honeysuckle wood chips/bark then either (the only other thing that makes them react the same as catnip does).

Unfortunately not all cats like catnip. I have had cats all my life, and most have liked it, but some didn't and just turned up their tail and walked away. But why do you want something that produces a funny effect on cats? Cats are not toys, they are living, breathing creatures, and you can get all kinds of fun toys that they will enjoy and delight you with.

Have you tried a laser pointer? My cats go CRAZY chasing that little red dot.
Edit: Darn. Well, she's an older cat, right? She might be set in her ways. :) And awwww, that's so sweet she looks for you! <3
Edit 2: I just found that cats in Australia don't react to catnip because it's genetic!

Why bother being concerned over the effects of catnip on cats - it produces unnecessary unnatural 'hyper' behaviour!
A bit like giving humans cannabis or weed - all unnecessary.
